What the policies show
- Relocation support is gated by grade almost everywhere. Grade 6 or 7 is the usual floor.
- Below that floor, most universities offer nothing, and several say so explicitly.
- Where support exists it is reimbursement of costs already incurred, not help with the move itself.
- Almost none of it addresses the hardest part for an international arrival: finding somewhere to live.
- Several policies claw the money back if you leave within two or three years.
Every UK university that recruits internationally publishes a relocation policy. They are written for finance teams and rarely read end to end by the people they apply to. Read side by side, they are more revealing than any one of them is alone.
This is a comparison of fifteen published policies, taken from the universities' own websites and policy documents in September 2026. Nothing here is inferred. Where a policy is silent, that is recorded as silence rather than filled in.
The grade floor
The first thing any new appointee needs to know is whether the policy applies to them at all, and for most institutions the answer turns on grade.
The University of Sheffield restricts relocation support to appointees on a permanent contract at Grade 7 or above. Queen's University Belfast sets the same floor, at Grade 7 (AC2) and above, and states plainly that expenses are reimbursed to staff at that grade and above only. Durham operates two separate policies: its Removal policy applies from Grade 7, while its Relocation policy is reserved for Chair and senior appointments at Grade 10 and above, and requires the approval of the Director of HR.
UCL is narrower still. Its scheme applies to academic and teaching staff at Grades 8 to 10 and senior professional services staff at Grades 9 and 10, and it excludes staff whose salaries are financed by external grants — which is to say, a substantial share of early-career researchers.
The University of Manchester and Lancaster both set the floor lower, at Grade 6, with Manchester adding a distance test of more than 40 miles and Lancaster requiring an indefinite contract or a fixed term of two years or more.
The University of York is the most candid about what the threshold means. Its policy applies from grade 6 and states that staff employed at grades 1 to 5 are not eligible, because the university would normally expect to recruit from the surrounding area. That is an accurate description of how the sector works, and it is also the entire problem for anyone recruited internationally into a junior post.

Three things the table does not show
The money is reimbursement, and it arrives late
Almost every policy here operates on receipts. Queen's Belfast states that advances are not permitted and that payments are not made directly to third parties. Leeds Beckett requires three quotations and reimburses the lowest. Liverpool requires three shipping quotations as evidence of cost-effectiveness.
This matters more than it sounds. The costs that break an international move — a deposit, six months of rent demanded in advance from someone with no UK credit history, a flight for a family of four — are incurred before the first payslip. A policy that reimburses in arrears does not help with any of them.
Most of it is about furniture, not housing
Read the categories of claimable expenditure and a pattern emerges: removal of household effects, storage, insurance in transit, travel to the new residence, temporary accommodation, and in some cases legal and estate agents' fees for buying or selling a home.
That list was written for a British academic moving from one owned home to another. It maps poorly onto someone arriving from Lagos or Manila into a rental market that will ask them for a UK guarantor, a UK credit file and a UK employment history they do not yet have.
A handful of institutions do more. Cambridge runs a dedicated Accommodation Service advising on rents, letting arrangements and tenancy agreements, alongside schools and banking. Bristol offers support finding both university-owned property and private rentals. Lancaster runs its own staff housing listings. These are the exceptions.
Some of it has to be paid back
Leeds reclaims relocation costs if the employee leaves within two years of appointment. Leeds Beckett requires repayment in whole or in part if the employee resigns within three years, or if the relocation is not completed within twelve months, and states that the amount will be deducted from final salary and treated as a debt if unpaid.
Clawback is reasonable from the university's side. It is worth knowing about before signing.
The £8,000 that shapes everything
The recurring figure across these policies is £8,000, and it is not a coincidence. HMRC allows up to £8,000 of qualifying relocation costs to be reimbursed free of income tax and National Insurance, provided the employee changes their only or main residence and the move is completed by the end of the tax year following the one in which the post began.
Liverpool, Durham, Cambridge, York and Greater Manchester all reference the threshold directly, and several set their own cap at exactly that number. Warwick's international figure of £15,000 is a rare exception, and its policy notes that amounts above the exemption are taxable.
The practical consequence: an employer has a strong reason not to exceed £8,000, and an employee has an unused allowance if their institution's cap sits below it.
What this means if you are the one moving
Three questions worth asking before you accept, and all three have answers in writing:
- Does the policy apply to my grade and my contract length, or am I below the threshold? The threshold is usually published.
- Is it paid in advance or reimbursed on receipts, and when? This determines whether it helps with the costs that actually arrive first.
- Is there a clawback period, and how long is it?
If the answer to the first is that you fall below the line, you are in the largest group this research identifies, and the position is not unusual. Universities recruit internationally at every grade and support relocation at some of them.
Method and limitations
Fifteen institutions were selected for a mix of Russell Group and post-1992 universities, weighted towards the North of England. Every figure is taken from a policy document or HR page published by the institution itself and was checked on 4 September 2026.
This is not a representative sample of the sector and does not claim to be. Several policies carry no revision date; the Greater Manchester policy is dated March 2023, the Liverpool policy July 2022 and the Queen's Belfast policy December 2025. Warwick's figures apply to claims submitted after 1 June 2024. Policies change without notice, and the amount stated in an individual offer of employment overrides anything published centrally.
